How do I add resource packs to my server

I just want to know how to add resource packs to my server instead of telling every person to use this suggested texture pack for the server. Why isn't this a topic that hasn't been discussed this is seriously an issue and shouldn't be that hard NOR should I have to pay for it like everything else that shouldn't cost anything (Somethings in the leet app that aren't plugins cost you and speaking of plugins the most useless plugins are the most expensive and overpriced for such a cheap server hosting program).

LEET doesnt implement resource packs. Sorry
