You could use blocksniper to do it quick and easier.

Simply use golden carrot (or whatever you sent it to)
Change brush to "Snow Layer".
Change brush size so something like 14-20.
Right click (Or tap, for those smart device users)
and it spawns some snow layers

I don't know exactly how to do that but I think particles would work.

Just did this so I can share here lol: do //1 to get your coordinates and then do /particle explode 100 60 -100 5 5 5 500
The 100 60 -100 is the //1 location Set it on an /ac to repeat every 5 seconds--don't use too much or it will crash the players and lag like mad. Have fun experimenting with it!
