Is it possible to unban water and lava and how?

So I started to build the spawn and I wanted to put water in it. But, it said this item is banned then I tried lava and it said that item was banned too. Is there anyway to unban lava and water because I realized this could be a problem in the future. You couldn’t make obsidian and that means you can’t make nether portal or enchanting tables. I also really wanna decorate my spawn with water. So if there’s anyway to unban water and lava. Can you tell me how.
