Questions about warps and kits

So I have a few questions.

1. Is there a way to make it so that kits have a cooldown for the kit plugin? For example if I use /kit steak or whatever and want it again, there will be a cooldown for 24 hours?

2. Is there a way to make certain ranks have access to kits or access to certain warps?

Well mad commands and command cooldown plugins would do the trick but mad commands can also do the trick on it's own. Contact staff to get more Info. I'm not 100% sure but it's 100% possible to do this kind of stuff
