Players Frozen on my server

On everyone's screen everyone is frozen and I've experienced this bug before, This bug has started happening when I changed the server version from 1.14 to 1.14.60. Is there a way to fix this?

Day to all, when you change the server version make sure you have the server offline so that not only will it be more instantaneous but you will avoid errors and bugs.
